Volodymyr Zelenskiy, the president of Ukraine, said on Thursday that he had arrived in the Spanish city of Granada to participate in the European Political Community Summit, which was set up after Russia invaded to help more than 40 countries work together.

After U.S. President Joe Biden said he was worried that Republican fighting in Congress could hurt U.S. policy on continuing to help Kyiv, the European leaders meeting in Granada are expected to promise Zelenskiy long-term support.

“Our shared goal is to make sure that our home in Europe is safe and stable,” Zelenskiy said on X, which used to be Twitter. “We are working with partners to improve the European security framework, especially the security of the area. Ukraine has some good ideas about how to do this.”

“The Black Sea region and our joint efforts to improve global food security and freedom of navigation will get extra attention,” he said.

In July, Russia broke a deal that had made it safe for Ukraine to move food goods out through the Black Sea, which has always been Kyiv’s main export route.

Ukraine set up a brief “humanitarian corridor” for cargo ships, and since then, several ships have left Ukraine’s Black Sea ports.

“Ukraine’s main goal, especially as winter is coming, is to improve its air defense. We have already laid the groundwork for new deals with partners, and we look forward to their approval and implementation,” Zelenskiy said.

He didn’t say much, but Ukraine, which gets most of its weapons from its Western friends, is afraid that Russia will attack energy sites from the air again this winter.

“This should be a productive day for Ukraine and Europe as a whole,” Zelenskiy said.
